Me neither, but s/he meant for normal articles, not articles which are going to be submitted to PI for application purposes.

if you apply and are accepted for the ppt section, for example, can you occasionally write articles that would appear in other sections?

As far as I know. I wrote something for the Articles section two issues ago, and I'm a PPT writer.
