Tables are really really bad :( Bad as in hard and ugly code :P

I'd might be able to make it for you, with div layers and CSS though.

Well, it doesn't really matter to me, as long as it looks good in Firefox and IE. :P

just a little bit of advice u should learn to use tables, it makes the browser ALOT less laggy trust me, bt if u can do it lol go for it

But tables aren't to be used for design, only for displaying tabulated data :P

Tables should not be used purely as a means to layout document content as this may present problems when rendering to non-visual media. Additionally, when used with graphics, these tables may force users to scroll horizontally to view a table designed on a system with a larger display. To minimize these problems, authors should use style sheets to control layout rather than tables.

How often do you... render to non-visual media? If you make images over screensize, divs aren't going to save anyone from scrolling (unless you cut the image).
If we lived in a perfect world, it would be like that. However, with people using browsers that are not cooperative, it's easier to get a uniform look with tables.

Anyhow, doesn't matter too much. Either would work (if coded properly).

I have an CRAZY idea! Why dont you set that as the background of a table, and the links can be clicked on by the image map thingy, and for content, a scrolling blank blog should do the trick... :P

Hmm, I don't understand what you mean there, what images? and scrolling in which directions? vertical or horizontal?
Vertical scroll is just good if you ask me, and horizontal shouldn't be any problem either, you can make pages with divs that conforms to screen size to.

Actually, paying for graphics is against the rules of PPT and Neopets, and I think paying for coding would be the same thing as well.
