You could go to http://www.phpbbhacks.com and choose one of the pre-hacked phpBBs... Other than that I don't really know of any other sites that have pre-hack forums.

fateback.com is a php host(php4)I don't know how to use it though

It's a easily customizeable forum, really great one

There are a lot of pre-hacked ones here. It depends on what you're looking for, really.

Also, I believe FreePgs.com supports php - at least, they did last time I checked.
