Yes, it's yet another ad for the elusive (or not) premium referral.
You can pay for premium by Credit Card and paypal but don't worry about it too much for now, I use it mainly for the lack of ads and the premium message board which is 100% nicer than any regular board on the site, more useful and cooperative than them as well.
