I am willing to pay neopoints to anyone who knows how to make something that says the items and when you click it, it goes to someones shop.

I'm afraid that paying for someone for their services in Neopets items is against the Terms and Conditions of the site. You may want to look at the Open Requests thread in Signature and Avatar Requests for someone to do it for free :)
