That's 100% correct. IP addresses are sets of four numbers, separated by periods, like 192.168.1.1, where the first two numbers "define" your internet service provider (for example, 68.65.x.x might be Southwestern Bell), and the last two are given to your computer by your ISP. They can be static (unchanging) or you can get a different one each time you sign on.
Xalax, I don't think you've been IP banned, else your sister would have been banned as well. You've probably been email-banned, so if you want to start a new account, just do it with a new email address that isn't similar to your old ones.
By the way - if you're still convinced you were IP banned, and have DSL or cable, just turn off your router and modem, then turn them on again. You'll be given a new IP address by your ISP, unless it's static, and I don't know of many residential providers who issue static IPs.
