Ive been going into the main shops and I notice tat 9 out of the 10 Ive been to are empty. Its very weird as if someone bought everything from all shops

Yep. Been having that same problem. Looks like the shops skipped the last two or three restocks.

i thought i was rs banned or something .

If you want to make sure you're not rs banned, go check one of the two main weapons shops.

If they're empty, THEN you're rs banned.

ok - maybe I am slow or something - but what is "rs banned?"

Restock Banned is when you can't see (or buy) items in any of the public shops. They'll all just show up as empty. However, the garage sale still works when RS Banned. It typically lasts from 12-24 hours.
