My current pet's stats are:
    Level: 33
    Health: 88 / 88
    Strength: 58
    Defence: 63
I want to get him to the next str/def boost at 85 while maximizing his HP. What is the most cost-effective way to do this? I am thinking of:
  1. HP up to 99 (max for his current level)
  2. level to 40 (max for 2 codestones)
  3. max out his HP to 120 (still at 2 codestones)
  4. level to 60 (3 codestones)
  5. Str/Def to 85 both (3 codestones).
Then maybe bump up HP to 180, or would that be unnecessary (i.e., could stay at 120HP for the time being)?

Note that I'm not a very serious battler, all of my fights are 1-player only for DoN, plots and avatars. Mostly plots, actually.

Well, you should always train stats before level. As to which order you choose, it's up to you.

The codestones required for each training session are random, but you want to go as high as you can in each stat before training up in level, just because raising your level moves you closer towards the points where codestone requirements increase.
