It seems TNT are trying to make the NC Mall more desirable by offering Neocash as a prize.

First we have the NC Mall Album, now the chance of free Neocash.

Anything Neopets-related that doesn't work in the UK, shouldn't work here either (and never has). There must've been some mistake...?

I live in Latvia, and nothing ever, ever works here.

however, you could always buy the 'Smiley Snacks', and treat the neocash as free happy neggs.

Got a Sand Squash today
A Cobrall Dagger yesterday.

And seems you don't have to wait a given number of hours between your daily tries, unlike underwater fishing: I played very, very early in the morning today, no problems at all.

As for the region blocking... I'm in Brazil, works fine

I bet there's some weird law issue or something--they're turning nothingness into Neocash, which otherwise has to be paid for...doesn't that sound like it could violate some random law in the UK?
Oh well, I'm sure it'll reach the Editorial one way or another.
