I've never used the TP before, except to swap stuff between my friends, so i have a questions on how things are done. If the wishlist says "X pure NP only" do you put in a junk item and the pure NP? As far as I know, you can't just send NP.

Yes, they want you to pay the entire price in neopoints only (i.e. not using items). But because you can't bid only neopoints, you'll have to add an item. Just make it a worthless item.
