I am sorry you were frozen. The reason given, scamming others out of np/items, is really, really hard to fight. I have to tell you that now.
I've read your letter and it's good. Now knowing the reason for the freezing, I have a few suggestions, if I may.
Dear Neopets,
I am writing you regarding my account, appalachianguy. This account was frozen on (put date here) for (put exact reason here). The email attached to this account is (your email), my dob as listed on my account is (your date of birth). I have been a Neopets member for (months/years).
To my knowledge I have done nothing to violate your Terms and Conditions. I have never received a warning for any reason.
I have created and own only one pet (unless you have others on the account) on this account, appalachianguy, the (put species/color here), who has a petpet (type) named (name here - if you attached one) - also list any other pets/petpets you have and whether they were created or adopted, names, species, colors.
I own some stocks (do you know the name of any?), totalling approximately (however many np you've spent). My bank account is a (bank level name here) and contains 49,000 neopoints.
My shop, named (you shop name) was recently upgraded; I spent 1 million np to do so.
I did have over 40 neofriend requests pending, I am unsure why so many people are requesting (if you don't know why -- if you do know why, like if you had joined a guild - give the guild name and you wanted guildmates as nf).
I am also a Premium Member, having joined Premium (put month you joined here if you remember) - and if you've referred/gotten anyone to sign up, just how many people.
I joined Neopets because my friends at school all played and I would listen to them talk about how much they loved their pets, what they were doing on the site, etc., so I decided to give it a try. It was instant love. There is no other site on the interet like Neopets!
Unfortunately, many of my friends have since lost interest in the game and have quit. As they were quitting some of them offered me items that they had in their accounts, as they would not be using them anymore.
This is how I ended up getting so many items.
One of my friends, Jacob, sent me a large number of items. He had asked me for my Neopets username. Unfortunately, at the time I did not ask what his was, as I did not think he would send items immediately. Suddenly I found a large number of items being sent to me. I was shocked at the quantity of items sent and since I didn’t know his username, I quickly filed a report incase this wasn’t Jacob, but someone else trying to get my account frozen. I had a conversation with Premium Support Center (Jorge B to be exact) and he told me to contact you quickly and not to sell any items. I then e-mailed you but got no response.
I honestly believe that I have not done anything against the Rules. Friends have left the site and either offered or just decided to send me items they did not want anymore. I never received any warnings. I took very good care of my pets. I tried my best to support Neopets. In my mind I was a model Neopian. I promise to do my best to never to break any rules and really hope you consider this. Thanks for taking your time to read this long letter. I hope you will return my account to me. If I do not get this account back, I will probably have to cancel my Premium service, (is this your Main Account?) as this is my main Premium, neopoint earning/contest entering account.
