Now, there are two kinds of "messages before and after your message" I've seen on the boards.
The first is simply something such as this: "(Name here) says [message] Blah blah blah." It's right before and after, not above or below the message. Here's an example:

This is simple. Just add whatever you want your text before your message to say before your neoHTML code. Then, add whatever you want your text to say after your message after your neoTML code. Here's an example:
Insert witty text here: [font c=green s=3 f=garamond]neoHTML[/font] ...insert more witty text here.
That would look something like this:

Now, the second is a little more complicated and looks something like this:

First, enter a code for text not much unlike a neoHTML code (ex. [center][font c=green s=3]Stuff[/font][/center]), but before you add your main message code, a.k.a. your neoHTML code, add [p] after your code so far (ex. [center][font c=green s=3]Stuff[/font][/center][p]). Then, add your neoHTML code. But, if you want everything centered, you can get rid of the end center tag to conserve space. So far we have this: [center][font c=green s=3]Stuff[/font][p][font c=purple]neoHTML[/font]. Now, add another [p] after your neoHTML code and then add the code for your bottom message (ex. [center][font c=green s=3]Stuff[/font][p][font c=purple]neoHTML[/font][p][font c=blue s=1]Yay![/font][/center]). And there you have it. Probably sounds confusing. Here's our example in action:
