I'm guessing your neo name is the same as your name here, otherwise a random person just got a premium referral xD You need to get a referral which you now have and then follow the steps it gives you.
You do need a credit card or paypal account though (the latter is easy to get) but the premium pages do explain everything - you can only see them by clicking the link on the referral neomail though.
The first 14 days are a free trial (though you still have to enter your payment details at the beginning) so even if you can't keep it you get to try it out and see if you like it. You get access to the portal, super wiz, to beta test new games, the premium only neoboards, neopets webmail and you also get extra random events in your portal and a space faerie scratchcard every friday.
