Is it like that for everyone else or am I just the lucky one?

Are you using Firefox or something like it? Some webpages don't show up properly on it. Try using IE.

Oh, okay. It just seemed sort of random, but I figured if it had nothing to do with Neopets, Yoshi would have moved it.

Check your encodings. The page may be in a different language and you need the correct encoding setting for it.
