All petpetpets should be, or were supposed to be rarity 99 and found only through random events. If it is rarity 100, by accident or not, that would explain why I've never seen any around in all this time.

Dolphinling, I just checked Neoitems. It is named the Sweetheart Scroll, with a rarity of 92, and a description of "You will often find a Neopet reading this to someone they care about." It is sold by the Worlds of Antiquity shop.

Pantaliamon, this one is named the Moon Dust Scroll, with a rarity of 91, and a description of "This scroll is rumoured to have magical dust from Kreludor on it." It is also sold by the Worlds of Antiquity shop.
