When the Neochat was being turned into the Noeboards, they required Beta Testing.
During the Beta Testing they needed to trial avatars, so they used some of the pre-existing AIM icons as avatars.
To do so they had to shift them into the correct folder as to not have to code for a different area then fluff around changing the coding.
Once the Neoboards were released, they removed the option of using some of the AIM Icons. They left them in the Neoboard Avatar folder however.
Nowadays they either stick the AIM Icons in the Avatar Folder or the AIM Folder. It depends on who's doing it and where they put it.
It may end up as an avatar, but due to the quality, I doubt it. (Or at least I hope it's not)

Available buddy icons get placed in the buddy icons folder and not in the avatar folder :| Even buddy icons that are useable avatars are renamed seperately.
Either TNT uploaded it wrong or it will be an avatar.
Yup the *only* buddy icons left with avatar in their url are ancient now. People had been checking that url for a while and now it's appeared.
I really don't get why people think quality is any indication of whether something is "really" an avatar. Look at the ghost krawk avatar, the scarblade avatar - there are a ton of extremely lazy avatars and a ton of very detailed aim icons.
Plus the fact that this avatar isn't even that bad, it's flashy yeah but I have certainly seen worse.
At the end of the day it has just appeared on the servers (obviously as it's a new character never mind anything else!), there's only a 1% chance it's been uploaded wrong as it's been a looong time since they last did that so yeah. It's an avatar.
Ahem, in other news as part of the massive revamping the Robot Snowickle has been revamped.
Now it's all non-flat
