Yes, it is definitely against the rules. It is also morally wrong IMO.
Of course it is. What's the value of an avatar if you get it in an unfair way? Do you want to show off your gaming skills when you can't even play the game yourself? A game avatar should be a reward for the effort you make learning to play a game well. If you let someone else play for you the avatar means nothing.
It's the same as this: Would you be able to enjoy wearing new clothes when you stole them? Some people would, unfortunately...
Well, not really. The analogy should really be: Would you be able to enjoy wearing new clothes when someone else bought them for you? So that doesn't quite add up! But I get your point
If you are not on a shared account then it's a bit sad to get someone else to to get an avvie for you if you could stick at it and get it yourself. And the only ones TNT can't spot are when it's someone within you own house doing it - and that's something I doubt they'd crack down on even if they could. They are aiming their site more and more at little kids nowadays while dangling these pretty and often hard to get avvies in front of their faces. I wouldn't be surprised if there are more than a few 8 year olds who get their sibling/parent to try and get the meepit avatar for them for example.
Obviously that's not the same as someone who's out to collect all the avvies who gets help though. But I can't believe someone was so daft as to say what they were doing on the neoboards where you can get reported for as much as sneezing anyway, though they probably would have been caught anyways.
Getting someone else to get you an avvie is wrong and bad, heh, but from my experience obsessively watching someone who's good at the game and getting them to give you a million tips and pointers works quite well too
