Use notepad and save that as neopets.css or anything you want to use. (Make sure when you try to save, where it says "Save as type:" put "All Files")

Then open IE, go to Tools --> Internet Options... --> Accessibility ---> User Style Sheet

This is where you are wrong. It's HTML, because I remember designing programs for random stuff on my computer using HTML. :D

Does the CSS thing affect any other websites? Should i turn it off whenever I leave Neopets?
