I've scanned the neoboards and found a list of 7 of the 12 codes. Still not sure how "safe" it is to redeem them if you're not from Canada, but people on the neoboards have been doing so.
According to JellyNeo's item database, it looks like there's a total of 28 items that are BK/Canada, split equally between four "types": backgrounds, garlands, kites, and balloons. Not sure how that works out for 12 different codes, but if you can redeem each 8 times...that'd give you 96 chances at those 28 items. <shrugs>
I don't believe the math actually works quite like that -- each code seems to give you access to a particular set of items. The code on the box of one type of neopet seems to access items related to that neopet and one neopian country. (ex those involving bruce's and terror mountain) Each one seems to have: A pet Balloon, A pet banner, A Country Kite, A Country Flying Disk and a country background. So with 8 different tries and 5 different items you have a (4/5)^8 or 16% chance of not getting any one particular item

Looking at the items closer I believe that i'm wrong about the types of items. I think each Country either a Kites or a Flying Disk not both.
That would mean there are only 4 items per country so your chance of not getting an item you want is lower or (3/4)^8, only 10%
