does anyone know what happened to items from dead shops?

IE video rentals, etc.?

Videos were changed into books

Everything else was just retired

And to answer your questions, Neopets sometimes skips shops. Probably because they either lost count or (the most likely reason) to stop people from finding the shop early. If they make it a random number then there's less chance somebody will find it
