You can use the regular wiz for those quests, as it's only the uber faeries where you're 'banned'. In fact, it's generally better, as there is a time limit on the Snow Faerie (and other) quests, and you might not get a response quickly enough.

Looks to be pricey. I wouldn't do the quest personally (usually set a personal limit of about 3k).
