Well, according to the storyline in the game:
The Darkest Faerie was sealed in stone by Jerdana's Orb.
Altador was "sealed in time" for a thousand years in order to protect it from outside intrusion - i.e. if the Darkest Faerie came back, it would be harder for her to take it over, again. But time still passes, there - just not nearly so quickly as it passes in the rest of the world.
It took a combination of the strength of all the protectors and Queen Fyora's magic in order to seal Altador from the outside world, which is why they all lie "dormant" (in the game, they weren't really statues, but they did have to be re-awakened).
Queen Fyora had the power to send Tor and Roberta to Altador in order to seek Jerdana to help defeat the DF.
Many people, though, are saying that this plot is supposed to be taking place AFTER the DF game plot.
Which means that:
The darkest faerie has already been released from her underwater prison. (Oddly enough, the clasp on the necklace broke and fell off, releasing her.)
Tor and Roberta (heroes from DF game) have already awakened the heroes and destroyed the DF with Queen Fyora and Jerdana's magic. (Details are fuzzy on this one, though, because it's been awhile since I've played, and we no longer have a ps2.)
But in the game, the history was very simple to get - once you were in Altador, anyway. But the DF's magic had started to take over there, and you had to destroy a bunch of "tainted" pets that were villains, and when you did, the Altadorians came back out of their houses and reopened their shops.
This is why I'm assuming this plot is post-DF game - because there are shops and stuff open. When you got there in the game, the shops were *there*, but either they had nothing in stock, the shopkeepers weren't willing to sell you anything, because they were afraid they'd need the items for themselves, or the doors were barred, and you couldn't get in at all.
Anyway, I am more inclined to believe that this supposed "second betrayer" did this in an attempt to help Altador out - not merely hide things from it - and that it will prove to be someone other than the Guardians - either someone we haven't heard about, just yet, or perhaps even Queen Fyora, herself.
It could even possibly be Roberta - she was turning into quite a Sorceress by the end of the game, and it would tie the current plot back into the game some more (as neither Tor nor Roberta exists in Neopia-online).
