I believe that since you can only be logged on at one computer at a time (that IS true, isn't it?), then you'd be logged off at the library.....
No, that's not quite right. I've logged into several computers and never been logged out of my home computer - ever.

Yes, that is true. If you change your password on one computer, its cookie is updated, but not on any other. So any other computer that
was logged into that account, is, in effect, logged out.
I don't understand why TNT hasn't made it impossible for people to be logged into the same account at the same time. There's just no reason for it, even if you're, say, using 2 computers to try to transfer a pet -- you're logging into 2 different accounts. I've sent into suggestions/ideas numerous times this very issue.
The only way to stop 2 people being in the same account is, I think, changing the password and logging out, then back in. The other person is, I believe, then kicked out. Like if you get hacked or scammed and that person changes your password, you'll be logged out. Which is why when people get randomly logged out they kind of panic (I know I would!).
Anyway, if at all possible, don't use a public computer and if you do use one, try to be aware of people around you when you're logging in so no one is sitting there watching you type your username and password. And always log out! If possible, delete the Neopets cookie (and cookies to any other place you were on that public computer) as an internet safety precaution.
