what does it do? is that a new bd challenger? I thought you just get frozen if u cheat?

I don't think it's a battledome challenger. Either a warning or a random event that happens when you use the cheats from the Wheel Of Knowledge

Hopefully it's just a warning. That way when you get frozen, you'll have already been warned about it beforehand.

Maybe if TNT catch you cheating, the "Cheat Monster" will steal a couple of things from you (NP from your bank, items from your SDB, items from your inventory).

I cant believe that no one knows what it does yet, I cant wait to find out.....Im almost tempted to cheat!! 
But then again I suppose if anybody does get it pop up they probably wont be bragging about it seeing as how they would have been cheating in the first place.

I hope they made some javascript effects when that guy appears. Like the screen shaking, or something. And a giant roar... Just to scare you not to cheat.
But it may be just like some have already said - He takes some items from you.
By the way, does anyone want the Cheat Monster available as a color option for Grarrls? Like the malevolent plushie poogle sentient... Only available from the lab. I know he is giant, but a smaller version or something. That would rock.
