is the best way to earn neopoints through restocking every day or should i do the stock market?

If you have a fast connection and a lot of patience, you can restock.
The stock market requires even more patience (IMO) but you don't need a fast connection to use it. You can make some quick neopoints, or if you stick with it, a lot of neopoints.
I use the stock market, and it works for me.

Stocks works for me. But I do restock if I feel like doing it (because it is quite boring, defeats the purpose of the site being a game site).
Do stocks if you can afford purchasing 1000 of them (costs 15K to 17K, don't buy stocks beyond 17 IMO) and you are willing to wait.

Depends on what you mean by "game." I find that competing real-time against other players for a limited number of resources is a great way to feel good about myself, and a challenge. So, I restock.
Restocking is far faster than the stock market, and with research, much more reliable. I only use the stock market as another way of storing money - I may not have it available all at once, but it's there, and at least the potential is high.
