im not frozen but i keep getting

and it wont let me do anything why am i getting it?

Angus,

Clear your cookies and temporary internet files - then log in again. That should do the trick.

Sometimes if you visit a petpage, that address - the petpages.neopets.com "sticks" and you won't be able to buy anything from shops, etc.
