The Discarded Magical Blue Grundo Plushie of Prosperity is a plushie that is laying down on a cloud in Faerieland.

I cant seem to figure out what it's for.. is there certain times that it shows up or does something? If you click on it it has a popup box that has '...' on it.

As far as I know, it's been there for a long time and isn't "for" anything. It's just random Neopets silliness.

There are several places like that around Neopia.
Like this statue in Maraqua. They differ from places that have a use, like the Krawk Cave and Draik Nest. I think they add to the colour of Neopia.

Yea, i agree with all your comments and now I do remember it. But why would it come back now.... It was gone from faerieland for quite some time.

I doubt it actually disappeared and reappeared. If so, someone would've posted that here.
If you search, you'll see TDMBGPOP threads from the past. Someone asks about it once every couple months or so, so it has to have been around for those threads.

That statue though does leave me wondering if the insides of the Darkest Faerie have ... cavities?
Or statuefied partially-digested lunches frozen in mid-slosh?
Here's another question: If you petrify someone, add cement to their abdomen, and depetrify them, will they have gained weight?
Anyway another place that is part of a discontined plot is the Kreludan Mining Corporation that was just left there after a cancelled plot that involved the return of Dr. Frank Sloth. (Though like stampsyne said already "There are several places like that around Neopia".)

I notice that when you click on it, it says "0_o". It used to only say "...". Has the message always randomly changed or is this a new message?
