Does the Pant Devil usually take the first item?

I guess I've been very lucky as far as the Pant Devil goes, so I don't have much experience. I got him today, and he took the first item in my inventory. I'm wondering, does the Pant Devil usually take the first item in the inventory or any random one??

As far as I know, it's random.

If you've got rare items in your inventory, it's always good to have a bunch of cheap, 1NP items just in case he visits

Doesn't he have a tendency to go after the rare ones anyway? At least that's what I thought.

I keep 49 pizzas and sandwiches in my inventory all the time for Kadoatery stuff. Most are cheap and cost less than 1000NP, but I have about 5 that range from 2,000-10,000NP. The Pant Devil likes to steal from me, but he's never taken any of the gourmets or rare items yet. He just takes the more plentiful cheap foods. Same with that random pastel mutant Grundo.
