Yes, it is true. There have been boards about it not so long ago.
There are other events that will change your pet as well.

it only happens if your pet is already sad, and the random event hits it. Same thing with angry (turns red), and there's a baby random event too.

oh man
i think if my maraquan beauty just changed to blue or red, even baby or jelly, i would not put my cyber-feet on neopets for quite awhile...

Yep, my beautiful poogle got zapped by boochi
Now I have my lab pet as an active pet at all times cause I don't care what colour she is

and make sure that I keep all my pets in a good mood.

That would make sense, but then I guess it would be too easy to get a special colour, rather than just one of the four standard ones.

The random event that turns your pet baby is a zap from a mean little Bruce named Boochi. I believe he only will zap your active pet. I put my Mutant Xweetok in my active position at all times, since he's the easiest (and cheapest) to change back should he become baby-fied.
As for turning red or blue, just keep your Eyrie happy. It's not hard at all!

Isn't there also a Random Event that turns your pet invisible and another that changes your pet a random color? (Multi-colored water falls from the sky and PET turns COLOR or something like that?)

Sometimes it's not too bad. Our computer went down for six months when we moved house, and as such I couldn't get online (between work and night voulenteering I had no time to go to an internet cafe!)
When we finally got back online I got a random event and my Krawk turned red! Quite nifty if you ask me

I wouldn't mind the Boochi event--I researched what the Kougra looks like babyfied and I like it, but I don't have the money for the brush.
But to anyone who doesn't want the surprise of a color change event, keep your pets happy or change your active pet to one that you wouldn't mind being that color. It's not that hard to keep pets happy, just buy a Tombola keychain from someone's shop and bam, they're happy! Plushies are cuter, though.

It's true alright. My old shoyru actually turned red from a random event due to unhappiness. ;-; I loved her as mutant...

I also had a color changing event -- I think it was the splotch of color falling from the sky. Whatever it did to my pet, it was ugly. But fortunately I still had my starter paintbrush that was the original color of my pet, so I was able to paint it back. I wouldn't really like to paint any of my original pets (I really prefer them in the colors I picked for them, and it'd be weird to see them different after having them so long). So I adopted an ugly pet from the pound to turn into a lab pet. Although if it ever got zapped into a Halloween Korbat, I might have to stop using the ray...
