It is so stupid that that bull has an udder.
And it's not like they just kind of accidentally left it on there -- it's an animated character, that they have to build from scratch. It would have made their lives easier to leave it OFF so they'd have less to think about, but they specifically chose to put it on.
What a pointless thing to do.

I think being named "Otis" and having the voice of Kevin James is a pretty good indicator it's a bull (or steer) and not a cow.

Because it's a man's voice, and his father calls him "son" at some point in the trailer. (the movie hasn't come out yet)
