At what level do you stop getting fish and shoes? My mates pets are at the same fishing level as I am, and he gets bags of broken neopoints

My two oldest pets are over level 20, and they still get level 1 items

I think it means that once you get to a certain level you have a chance of catching new items along with the ones you can already catch, i.e, whatever level you are you can still get level 1 items. This is how it seems to me anyway. Correct me if i'm wrong

Yeah, but, my mate gets bags of broken neopoints, and I still get shoes, boots, alge, and fish.

It's random. I have two pets with fishing skills above 100 and they've been catching nothing but kelp and old shoes for almost a week.
