Maybe it's one of those things you use to wetten your stamps. I don't know what they're called, but there exist things that you use to wetten your stamps so you don't have to lick them. That's the closest I can get to a reasonable explanation fo a thing looking like that being available at the Post Office.

I thought it was a new collectible seashell that one could buy from the shop in Maraqua. But it's showing up in the Post Office? Huh...
