Question: Level / Health Relations

I've just recently returned from a hiatus, and with a tidy sum of neopoints under my belt, I'm planning to make a Battledome pet.

First, pet stats:

Lvl : 36
Str : 48
Def : 20
Mov : 30
Hp : 103 / 107

I was grateful to graduate from level 35 to level 36, because I believed that to be the adequate point for me to level strength to 55. I tried to begin a course, but it told me health is also affected by the "Times Two Torment" when I though Health followed the "Times Three Times".

Has it changed? Was I ever right about health?

In the mystery island training school, you can train hit point to 3x your level. However, if you then want to train anything else, you have to bring your level back up to half of your hit points.
