You may have entered the wrong email address when you signed up, or your inbox may be too full to accept any more emails (this happens quite a lot if you use a free email service and do not delete your old emails).
You can go to any page on the Neopets site (http://www.neopets.com) and you can request it again. Simply click on the word "activation" in the pink activation box. This will take you to a new page. Scroll to the bottom of the page and click the button to request that your code be sent to you again. If you entered your correct e-mail address, and you signed up for a 13 and over account, it will be sent to you.
