Leveling up abilities

Is t here any way (other than the wheel of excitiement) to up the levels of your abilities??? I have all the abilities that my level will let me get. I just want some of them to be greater than level 1

Radioactive Neggs. However, there's no point at all. They don't do anything.

Wheel of Mediocrity. My former lab rat now has all two of his powers at level two thanks to that thing. (Now if only I trained him more...)

got a question on this topic. i want to increase certain abilities. is it only activated abilities (the ones that aren't greyed out) that can get upgraded or doesn't that matter at all?
