Dubloon Exchange

Can you take say a 10 dubloon coin to the exhange and get say 5 - 2 dubloons out of it, or can you only exhange lower ones for a single high one?

I think that's been changed recently. It used to be that you could only go up, but now you could go up or down with the Dubloon changer. And it should keep your total Dubloon constant. (A steep decrease in the price of 1 dubloon coins accompanied this fact.)
