I've got a lot up at the trading post that's worth a bit of np... and this guy has bid 3k and a bagguss four times. Is there a way to block individual users from bidding?

I don't think so. Maybe just leave it to sit there, and don't reject it? He might be more deterred that way.

yes there is. Go to your neomail, and you should see a row of yellow buttons below the neomail header. At the very right is the block button. click on that, and you will be able to add usernames to block.
Blocked Users
A blocked user will not be able to send you anything, including mails, NeoFriend requests or guild invitations, and will not be able to make offers on your lots in the Island Trading Post.

Wow, thank you so much. I could easily have let his offer rot, but after refusing his offer four times, it was more of the principle of the thing. He was also under 13, and unable to recieve neomails. Which may be a good thing. I'd have not suitable words for him.
