Levels of pets for the war plot

Silly, silly questions....
Seeing as how there is likely to be a war coming up, and I'm unfamiliar with a "war" in a plot here in neopia, I have two questions:
1. How does a war work in neopia? Everyone picks sides and then we all run to the battledome? And do we battle each other, or game characters?
2. So many people are racing to level their pets. Is there a recommended level for a pet to be for a war? Or can my level 23 join in?

Depends on the type of war. Before the Maraquan war, we just pick side, or everyone on the same side and we just fight as many monster as we can. But, during the Maraquan war, there was the ranking system that depends strength plus something I can't remember. Then you're allowed to fight only the monster in your rank in order to gain point. This war was bad for me as I was at the lower end of rank 2, which means that even though I spent a lot of NP training my pet, all I get as prizes are banner, sidebar and keyring!! 
Next is Lost Desert plot, which have no war, it's a puzzle plot. The plot was discussed in the General Chat throughout the plot.
So, I think that maybe you should just try to get to Level 50, then you can use the Beserk attack, which can increase your attack.
