How do I get a Hissi? I couldn't get help from anyone at the forums on neopets.

You have to give us longer than 5 minutes to reply to your thread. 
This isn't like the Neoboards where you'll be ignored if you don't continuously bump your thread.
Unfortunately, I have no idea how you can adopt a Hissi (or, more specifically, when you can adopt a Hissi). I think they're supposed to release 100 a day or so, but I've never been able to make one myself. You might have a better chance on Hissi day, when they release more.
