O_O It's supposedly a random event sidebar, but I thought it was only obtainable during Winter day.

It's "A Mysterious Valentines Card". Good luck buying it right now, the price as been rising on the TP for the past many weeks. I was going to buy it when I learned that it disappears after the person you send it it gets it. So any hope of purchasing it as an investment and still getting the sidebar is lost. The plus is, both you and the person you give it to get the sidebar.
It is a restockable item, with a rarity of only 45. (you can search for it on the site) I read a rumor that it's only sold in the gift shop on Valentine's day, and is inexpensive then. I'm giving buying it then a try. I don't want a sidebar enough to spend so much on it right now. I'm thrilled with the new LDP one as it is!

It is very cheap if you RS it, and appears in groups of a lot. I am a very poor restocker, and I got one in no time at all.

Yep, on Valentines, it restocks in the gift shop in about groups of 100+. They are still incerdibly hard to grab though, so make sure you are fast
