Would you scam somebody if you knew you could get away with it and scamming the account somehow granted you mod powers of the Neoboards ??

Lots and lots of people who annoy the heck out of you hang out there, and I guess it would be neat to be able to lock their boards, or something.

I assume you just mean locking/deleting boards or posts, not freezing and suspending as well?

No, you can freeze and suspend people for neoboard related reasons. It's all one big package

Going by the percentages, this is worth less than 100k to a few people. Huh. That's pretty darn interesting. Okay, that's assuming that it's the same people voting every single time, which it's not. Then again, the NeoBoards aren't exactly a major part of Neopian life, especially for most PPT-ers.
