Unlocking sidebars?

I know how to change my sidebar once I have it unlocked...but how do I go about unlocking it?

Like I went to my preferences and the only option I have is the yellow one...
How do I access the birthday one?

(I know on PPT it said that it was obtainable on your birthday or on Neopets' birthday...........but is there a way I can get it when it's not my birthday??)

Sorry, but there's no way to get the Birthday sidebar other than the two days you mentioned. Or, at least, none that anybody's figured out yet.

Pity, because it's a great sidebar and I have to wait 5 months to get it.
