Banner ads effecting the... banners?

I went to scratch a scratchcard today after the Snowager, systematically, and was greeted by something odd:

Banner ads on banners? Ha. Only place I've seen it happen though

I think what Pixa is showing is that the top banner is gone because the other ad overwrote?? Just a guess.......
