At what level can't your pet go back to level 1?

I know that once a pet is a certain level, it can no longer go "down to level 1" or get "nothing happens".

Does anyone know at what level this happens?

It sure isn't 50. i've gotten a nothing happens and my pet's levelis like 60 or something

i thought it was level 20 that it stopped saying "______went down to level 1

and i'm guessing that the "nothing happens" can happen at any level.
