Quick question, what's on the 61 months shield?

That's the shield. What I want to know, is what is that snake-dragon-ish thing on it? I'm sure I've seen it before, but not where, and it might just have been on the shields then too.

Sorry for making a thread for something like this, but I'm not aware of any generic 'identify this picture' threads beside maybe the mystery pic one
