Because the code was likely a part of the "Return of Sloth" plot that was cancelled after they released that part of Kreludor, likely it isn't possible to crack the code to that.

Only the neopets team knows...it was meant to be part of a plot, but that has been given up on and so, that place has no meaning anymore.
