Premium User feature for regulars??

I wish just doing some 'stuff' on google and came up with this:

Is this for EVERYONE or can only premium users download it? If only premium are suppose to have it then neopets should make it harder to access.... However I hope this is for everyone
I looked it up and it seems like only premium users SHOULD have it. I'l see if I can dwonload it

I wound that a long time ago. I think it's only for premium.

If it is only available to premium now, it has been available to everyone before, since I use that toolbar since months and I am not a premium user.

It won't let me download. It says that my security settings are too high or something (even when they're at Accept All Cookies).
I also noticed this in the Terms of Use.

Hmm, there are some premium members who can't get the toolbar to d/l, and they want it. Personally? I won't d/l any toolbar, just about all of them have some sort of spyware in them.
The last Shockwave upgrade, unknown to me at the time, included a d/l of the yahoo toolbar. My ISP and my spyware detectors went crazy! So I uninstalled Shockwave, sent a (rather nasty) email to Macromedia and found that there is a stand-alone version of Shockwave that gives you the option of getting the toolbar.
As to that warning, just about anything you d/l anymore, be it a toolbar, font, etc. will have some sort of warning before you click Yes or OK to start the d/l. That's called covering yourself. I scan anything that's a zip for virus, etc. before I open or extract it.
