does he steal something rare?

he can either steal something at random, or your best place to try would be the Wheel of Excitement

Accually, I do NOT think you get him from the WOE. Only a ranom event will get you this challanger. A while ack you used to be able to get him at the money tree, but they changed that

yep, I have proved that the WoE wont give you the pant devil as a challenger. However, he doesnt have to steal an item. Well, for example it took me 14 months to have him as a challenger. I didnt have any item in hand but I had items in the TP. It appeared to me as a random event in the explore page. It just said that I had him as challenger. He didnt steal a thing...well he couldnt...

It also appears to be a rare RE.
It took me about a year and a half on Neo before I got him as a challenger.
I wish DoN didn't start with a rare challenger like that.

Well, neopets do a lot of things that don't make sense. The farther in DoN you go, the easier it is to find the challengers.
