Techo Mountain, you mean? Yes, they've changed that several times, beginning with a major change during the Mystery Island Mystery Plot of 2003.

The lost city has been there since they revamped Mystery Island. I think they might've said in some editorial that they had put it there because it was on the trading cards, but they didn't really have any big plans for it at the time.
