Children in public schools in NJ are not allowed to bring in cake or cookies to celebrate their birthdays. And there's that story about the kid (A student and on student council) that was stripped of his position and suspended for buying skittles from another kid. The school has since reinstated him after the bad press.
My opinions are along the same lines as theonlysaneone. I'll all for having the option there but only for the sake of having more variety. But not to force children to eat that way. Part of living is dealing the the consequences when you screw up.
People are going to eat what they want to eat. If they can't get it in the caf, they'll get it at the convenience store on the way home or eat the junk that's available at home. A person isn't going to eat healthy until they decide to do so. My parents didn't feed me junk when I was in school. But once I had the money to buy my own food, I bought junk. Only just this year have I started accepting responsibility for my actions and now I'm working on what I eat and getting more exercise (I never thought I'd be a gym person...ever)
